The continued reconstruction of Taxiway B includes the replacement of the High Intensity Runway Lights (HIRL) for Runway 9/27 and the in-ground lighting cans and electrical cabling for the runway lights, as well as the Distance-To-Go markers.

As noted at the conclusion of the taxiway reconstruction project in 2016, the remainder of the taxiway reconstruction project will start after EAA AirVenture 2017. However, the Runway 9/27 lighting project is scheduled to commence on Tuesday, April 18, 2017, and is estimated to conclude on Saturday, June 10, 2017. Runway 9/27 will be NOTAMed closed for the entire construction period and the electrical circuit for Runway 9/27 will be turned off; lighted Xs will be placed on the numbers at each end of the runway.

The project will be divided into three (3) phases to increase the efficiency of construction activities and ensure that several aircraft taxi routes are available.

1. Phase 2a will encompass the portion of Runway 9 from the approach end up the west edge of Taxiway A. Lighted barricades to prevent aircraft from taxiing onto Runway 27 will be placed near the intersection of Taxiway A.
a. During Phase 2a, Taxiway N1 will be NOTAMed closed and be used as a construction haul route; the haul route will consist of N1 to Taxiway B westbound to Taxiway B1 and onto Runway 9/27.
b. Taxiways B2 and B3 will also be NOTAMed closed so as to prevent taxiing aircraft from entering Runway 9/27 west of Taxiway A. Lighted barricades will be erected at the intersections of Taxiways B/B2 and B/B3. Additionally, lighted barricades will be erected at Taxiway N3 at the intersection so as to prevent aircraft from taxiing west on Taxiway B west of Taxiway N3.
c. Aircraft taxi routes:
  i. From the north and northwest sections of the airport, aircraft will be able to utilize Taxiway N3 to Taxiway B east to Taxiway A or to the Terminal Ramp to utilize Runway 23 at Taxiway B4.
  ii. From the south, aircraft will be able to utilize Taxiway A to the FBO/Terminal Ramp and/or Runway 5 to the FBO/Terminal Ramp at Taxiway B4.
  iii. Aircraft will be able to use Taxiway B4 and Taxiway E across the approach end of Runway 27 to access the east hangar area and the FBO/Terminal Ramp.
d. Exhibit A below shows the outline of the Phase 2a construction area (BLUE), the location of lighted barricades (RED), and taxi routes (ORANGE). This phase will commence on April 19, 2017 and conclude on the date that all work within the phase is completed.

2. Phase 2b will encompass the intersection of Runway 9/27 and Taxiway A; this portion of the project is estimated to be completed in three (3) working days. Lighted barricades will be erected on either side of Taxiway A on Runway 9/27 so as to prevent aircraft taxiing north or south on Taxiway A from entering Runway 9/27.
a. During Phase 2b, Runway 5/23 and Runway 13/31 will be NOTAMed closed. Yellow fabric Xs will be erected over the runway numbers for these two (2) runways.
b. During Phase 2b, Taxiway A between Taxiway B and Runway 5/23 will be NOTAMed closed. Lighted barricades will be erected at the Taxiway B TOFA and Runway 5/23 Safety Area (RSA) so as to prevent aircraft from entering the intersection of Runway 9/27 and Taxiway A.
c. Taxiway N1 will be NOTAMed closed for aircraft taxiing and will be used by the contractor and engineer as the haul route (Taxiway N1, west on Taxiway B, Taxiway B1 and onto Runway 9). Lighted barricades will continue to be erected on Taxiway B at Taxiway N3, and at the hold short line on Taxiway B2 at Runway 9/27.
d. Aircraft Taxi Routes:
  i. Taxiway B between N3 and B4 will open for taxiing.
  ii. Aircraft will be able to access north and northwest portions of the airport, including the FBO/Terminal Ramp, by using Taxiway B3 and Runway 13 to access Runway 18/36 and Taxiway A south of Runway 5/23.
  iii. Aircraft will also be able to use Taxiway B4 to Runway 23 for access to the east hangar area and Taxiway A south of Runway 5/23.
e. Exhibit B below shows the outline of the Phase 2b construction area (BLUE), the location of lighted barricades (RED), and taxi routes (ORANGE). This phase will commence at the completion of Phase 2a and conclude on the date that all work within the phase is completed, an estimated 3 working days.

3. Phase 2c will encompass the replacement of Runway 9/27 edge lights on Runway 9/27 between the approach end of Runway 27 and a point approximately 200 feet (200’) east of the centerline of Taxiway A on Runway 27.
a. During Phase 2c, Runway 5/23 and Runway 13/31 will be NOTAMed closed. Yellow fabric Xs will be erected over the runway numbers for these two (2) runways or temporary yellow Xs will be painted over the numbers.
b. During Phase 2c Taxiway B4 will be NOTAMed closed. Lighted barricades will be erected at the intersection of the Terminal Ramp and Taxiway B so as to prevent aircraft from entering Taxiway B4, Runway 23, or the Runway 27 approach end.
c. During Phase 2c Taxiway E will be NOTAMed closed. Lighted barricades will be erected on Taxiway E at the intersection of Taxiway J so as to prevent aircraft from entering Taxiway E or Runway 27 at the approach end.
d. Lighted barricades will be erected on Runway 27 approximately 200 feet east of the centerline of Taxiway A; lighted barricades will also be erected on Runway 5/23 at approximately the hold short line for Runway 9/27 on the south side of Runway 5/23.
e. Aircraft Taxi Routes:
  i. Taxiway B between Taxiway N3 and the Terminal Ramp will open for taxiing.
  ii. Aircraft will be able to access north and northwest portions of the airport, including the FBO/Terminal Ramp by using Taxiway B3 and Runway 13 to access Runway 18/36 and Taxiway A south of Runway 5/23.
  iii. Aircraft will also be able to use Taxiway A for access to the east hangar area via Runway 13/31 and Runway 18/36.
f. Exhibit C below shows the outline of the Phase 2c construction area (BLUE), and the location of lighted barricades and lighted Xs. This phase will commence at the completion of Phase 2b and conclude on the date that all work within the phase is completed.

Additional Notes:
Runway 13/31 will be NOTAMed closed during Phase 2a, Phase 2b and Phase 2c of the project; yellow fabric Xs will be placed over the numbers of 13 and 31 during the closure period. The runway will not be available for taxiing operations between Runway 5/23 and the approach end of Runway 13 during Phase 2a.

Runway 5/23 will be NOTAMed closed during Phase 2b and Phase 2c. Runway 5/23 between the approach end of Runway 23 and a point approximately 400 feet southwest of the centerline of Runway 9/27 will not be available for aircraft taxiing during Phase 2c.
